GEM is the global observatory for monitoring entrepreneurship, with more than 50 member countries that have updated their national data on entrepreneurial activity every year since 1999. In Spain, the GEM consortium coordinates 40 universities and institutions to carry out more than 30,000 surveys and 1,000 expert interviews each year.
Since 2001, Opinòmetre has continuously provided the 30,000 annual interviews with residents in Spain, coordinating the sample design that also makes it possible to generate significant results for participating regional institutions. Recent editions use a multi-channel methodology combining telephone and online interviews.
In the 2025 edition, we delivered the results of 32,926 interviews carried out between June and September. As shown in the annual report, the main entrepreneurial activity indicator (TEA) reached 14% of the population, slightly above the previous year’s 13.5%.
Opinòmetre’s continued participation allows the GEM consortium to operate with confidence and agility when coordinating 40 different institutions in Spain, each with its own regional subsamples and questionnaire sections, while guaranteeing homogeneous national results for integration with participating countries.

To promote modernisation and improve the relationship with citizens, Barcelona Provincial Council launched the Municipi 360 programme to identify the needs and preferences of local administrations regarding digital services, data-driven work, artificial intelligence and open government.
We carried out an online survey (CAWI) with telephone follow-up aimed at the 310 municipalities in Barcelona province and the corresponding supra-municipal bodies.
Thanks to a response rate above 90%, achieved through an intensive reminder and follow-up protocol, we generated a comprehensive knowledge base to guide the Provincial Council’s support services.
Our experience deploying CAWI methodologies with telephone reinforcement was key to achieving the required response rate and ensuring the full representativeness of the study.

The Government of Catalonia established a five-year survey to update basic mobility data for the population in each territorial area, creating a fundamental statistical base for transport service and infrastructure planning.
We carried out 7,500 multi-channel surveys (telephone and online) over three months, representing 10% of the resident population in the study area (74,600 inhabitants in 2024).
We generated a statistical database on weekday and weekend trips for counties whose most recent mobility data dated back to 2006.
In addition to the mobility results, we established a common data structure to facilitate integration of the following studies in the remaining territorial areas. We also designed the interactive viewer for publishing results and mapping for this and future studies.
Client: Public consortium · Sector: Mobility and transport
The Metropolitan Transport Authority carries out this annual survey, whose historical series goes back more than 20 years and requires a minimum sample of 10,000 residents in the Barcelona Metropolitan Region.
We carried out 10,100 multi-channel surveys (telephone and online) in two waves of two months each, in spring and autumn.
We delivered the update on mobility habits in the Barcelona region on time, also compensating for fieldwork incidents caused by the historic power outage of 28 April 2025.
Our accumulated experience with the EMEF, carried out in the 2022, 2024 and 2025 editions, was key to delivering a database with full confidence, where data integrity is essential to maintain historical comparability.

The Government of Catalonia carries out periodic assessments of user satisfaction with its public health services, especially in primary care, where the largest volume of users is concentrated.
Within one month, we interviewed a total of 29,836 primary care users by telephone, distributed uniformly across the 373 basic health areas.
We updated the service satisfaction indicators, whose overall score reached 7.87 out of 10, and identified the main factors contributing both positively and negatively to this assessment.
This study required coordinating a large fieldwork team capable of achieving an average production of more than 1,000 telephone interviews per working day within the established deadline.

Both Barcelona City Council and the Barcelona Metropolitan Area update this official statistic every year on perceived safety among residents and the quantification of criminal activity, generating data that can be aggregated in their respective areas.
We carried out a total of 7,845 surveys across the two areas using a multi-channel methodology: 75% through online questionnaire and 25% by telephone.
We generated the database of criminal incidents for 2024 for both Barcelona and its metropolitan area, together with an analysis of perceived public safety among the resident population.
Opinòmetre’s uninterrupted participation in these statistical operations since 2021 has helped consolidate an agile methodology that guarantees consistency across the historical series.

The study required 5,039 multi-channel interviews (telephone and online) with residents in Catalonia during autumn 2025.
We generated a database covering a broad spectrum of cultural goods and practices, with sufficient significance for analysis by demographic and territorial strata.
In addition to providing consistent data through our continued participation, we developed a web viewer with an intuitive interface to access both the latest available data and the historical series.

The Mobile World Capital Barcelona foundation publishes an annual study on the main technology hubs in Catalonia, analysing their economic and labour impact.
Opinòmetre administered a main survey and a technical form, both online, addressed to the people responsible for the hubs identified as candidates for the study.
We obtained the data for the 203 technology hubs included in the report, whose activity generates an estimated economic impact of 4,109 million euros.
We introduced improvements in questionnaire design and programming compared with previous editions, helping obtain higher data quality, homogeneity and traceability, as well as greater efficiency in subsequent processing.

Since 2022, the Ferrer i Guàrdia Foundation has carried out monographic studies on the digital divide in Spain. The 2024 edition focused specifically on gender inequalities in this phenomenon.
We completed 2,000 telephone interviews distributed across Spain and stratified by sociodemographic variables.
We obtained the results needed to update the Digital Inclusion Index for Access, Use and Benefit (IDAUA) at national level, as well as a relevant subsample for a specific report on Catalonia.
Our participation made it possible to complete this expanded edition of the study effectively, where correct representativeness for each sociodemographic stratum was essential to build statistically significant digital exclusion profiles.
Client: Public administration · Sector: Population studies
Barcelona City Council carries out a biennial study of the sociodemographic profile of city residents, their homes and their material living conditions.
The survey applies an innovative methodology to quantify city residents as an alternative to population registers, also capturing floating population data. The method started from a sample of 4,723 dwellings to capture data from their 10,470 residents through a multi-channel strategy (online, telephone and face-to-face) over three months.
A population of 1,700,607 people living in the city was estimated, and their socioeconomic profiles, living conditions, employment situation and housing conditions were described based on the study sample.
Because of its ambitious design, this is a highly complex study that requires simultaneously coordinating a large number of face-to-face and telephone field agents, as well as applying automated methods to process a continuous flow of field data in real time.

As part of its coverage of the 2023 general election campaign, the newspaper Ara commissioned Opinòmetre to carry out a voting intention survey.
We carried out a total of 1,521 interviews with residents in Spain, combining online (68%) and telephone (32%) interviews, including an additional subsample to obtain significant results for Catalonia.
In addition to the databases obtained, we delivered our calculations for vote estimation and conversion into seats, with a high degree of accuracy.
Opinòmetre was the consultancy that achieved the best seat forecast among all studies carried out in Spain for that election campaign, with a total deviation of only 16 seats, according to the comparative analysis prepared by Electomania.
